Used-Tire Program Wind-Up Initiated

Regulation Proposal Notice under the Resource Recovery and Circular Economy Act 
To further transition the province to a producer responsibility model, the Minister of the Environment and Climate Change has directed that the Used Tires Program wind up by Dec. 31, 2018, and Ontario Tire Stewardship subsequently wind up as a corporation thereafter.
In doing so, the Government of Ontario has developed regulation under the Resource Recovery and Circular Economy Act to make tire producers responsible for reducing waste and recovering resources associated with the tires they sell in Ontario, and posted it on the Environmental Bill of Rights Registry for a 52-day consultation period (Dec. 1, 2017 – Jan. 22, 2018). 
Key principles include:
  • Eliminate the need for the disposal of tires in Ontario by making tire producers accountable for recovering resources from and reducing waste associated with tires they supply into the Ontario market;
  • Foster the continued growth and development of the circular economy;
  • Ontarians’ experience with and access to waste diversion services for tires will not be negatively impacted during and after the transition;
  • Establish clear outcomes that enhance the recovery of tires;
  • Provide flexibility for producers to meet their outcomes; and
  • Create a level playing field for businesses involved in the resource recovery of tires.
